Mr. Constantin Ionescu graduated University of Bucharest, Faculty of Physics in 1985 and on 1992-2002 period attended to different professional development programs on Hydrological Modelling on Digital Terrain Models and Geographical Information Systems (GIS) on environmental projects/applications.

He is Ph.D. candidate in Physics of the Globe: Contributions at the fractal study of the overland flows using modelling on top of geo-spatial information systems.Mr. Ionescu had a large experience in national and international programs, as expert and technical manager. He had been involved in the following projects:

  • Elaboration of the representative and experimental hydrological data base,
  • Elaboration and implementation of hydrologically oriented G.I.S. using cartographic and remote sensed data,
  • Environmental Impact Assessment on Resita and Sfantu Gheorghe towns,
  • Urbanistic General Plan using GIS ,
  • Open-GIS database creation in order to integrate hydrological data into GIS usual platforms,
  • Integration of hydrologic simulation models on Digital Terrain Models (DTM) with hydrological databases, for the automation of processing and spatialize the hydrological parameters, with the aim of insuring sustainable water resources in a vulnerable environment,
  • A spatially distributed soil, agroclimatic and hydrological model to predict the effects of climatic change on land use within European Community,
  • Integrated Model to Predict European Land use,
  • A pilot system for Urban Environmental Impact Assessment in relation with Urban Planned Land Use, using Open-GIS technology and pollution level estimation procedures - ASSURE, LIFE ENV/ RO99/006746,
  • Air Pollution Forecasting, Alert and Monitoring System on Short Time Scale, at local and regional scale, in unfavourable meteorological and topographic conditions (AIR quality FORecast and ALarming system on pollution Levels - AIRFORALL.

Mr. Marian Ursache is university graduated in hydrotechnical constructions and MSc in hydroinformatics.

During 1996-2002 period Mr. Ursache attended to different professional development programs and actually he had competences on :

  • programming in AutoLisp, Turbo Pascal , Visual Basic programming languages;
  • expert in Computer Aided Design - AutoCAD (level 2D, 3D and advanced programming); MathCAD;
  • GIS expert in using Intergraph's GeoMedia Professional, ESRI's ArcView and 3D Analyst for DTM (Digital Terrain Model) processing.
  • use of GPS geodetic and navigation equippment including geodetic data postprocessing on Trimble Geomatics Office;
  • WEB page development using HTML programming;
  • use and management of Windows 2000 Operating System;
  • use and processing of digital photography; use and processing of topographic measurement data.

During his 7 years of professional experience, Mr. Ursache has developed various scientific activities in the domain of watershed hydrology, meteorological and hydrological data integration in GIS and CAD, measurements of land surface using GPS (Global Positioning Systems), development of software products in support of GIS, GPS, DTM, development of topographic and cartographic maps using GPS technology.

Mr. Ursache has been involved as GIS expert in the following projects:
- Morphologic changes and theyr negative impact reduction on a selected Danube reach;
- Regional Cooperation of the Danube Countries on Hydrological Issues - Cadastre of the main hydrotechnical constructions in the Danube Basin
- A Pilot System for Urban Envirinmental Impact Assessment in Relation with Urban Planned Land Use, using Open-GIS technology and pollution level estimation procedures" - ASSURE (Assessment System for Urban Environment)
- Air Pollution Forecasting, Alert and Monitoring System on Short Time Scale, at local and regional scale, in unfavourable meteorological and topographic conditions (AIR quality FORecast and ALarming system on pollution Levels - AIRFORALL).
